Strategy
Flood the board with cheap flyers, walls, mana rocks, and token engines (Spyglass Siren, Pestered Wellguard, Murmuring Mystic, Whispering Wizard) so every untapped body becomes fuel for waterbend costs. Yue turns a {5} waterbend into a free noncreature spell each turn, so you point that value at counters, bounce, and card draw for zero. Untap outlets (Dramatic Reversal, North Pole Patrol, Kelpie Guide, Glamermite) let you re-tap the same board to pay multiple waterbend costs in a turn, powering repeated draw off Katara and Waterbender Ascension. A dense cheap counter/bounce suite protects the engine while you assemble it, and owned bombs (Kairi, Overlord, Eluge, Wan Shi Tong, Enduring Curiosity, Sphinx of Forgotten Lore) close the game.
Upgrade path
This is the playable-now build: zero rare/mythic wildcards to craft because the commander Yue and every rare/mythic payoff here is already owned. Seven unowned rares/mythics from the ideal list were swapped for owned or common/uncommon in-role pieces: Talrand→Whispering Wizard and Shark Typhoon→Sphinx of Forgotten Lore (token/finisher), Intruder Alarm→Kelpie Guide (repeatable untap outlet), Swan Song→Counterspell, Sublime Epiphany→Remand, Pongify→Fading Hope (cheap interaction), Kiora Bests the Sea God→Enduring Curiosity (owned card-advantage bomb). The power version at brawl-waterbend.json is the ideal upgrade path once you have the wildcards.
